The UK Immigration requirements and system is constantly changing and moving with the economic requirements of the country.
Over the last 10 years the Point Base System was introduced with the aim to simplify and to make the decision process more transparent. The economic migration group, including the student visa group, was changed into a 5 Tier System. South African nationals moved from being non-visa nationals to visa nations meaning South Africans are required to apply for visitors visas and transit visas for the UK before they travel.
